Supporting K–3 Literacy with New Professional Learning Modules Aligned to Vermont Act 139: Empowering educators with high-quality, evidence-based literacy training
We are excited to announce the CVEDC Membership Modules: ACT 139 Professional Learning are live and ready for our membership districts to use! This new suite of professional learning modules developed by nationally recognized literacy expert Dr. Sarah Lupo was designed to support Vermont educators in implementing the requirements of Act 139.
As you know, Act 139 places a strong emphasis on strengthening literacy instruction for Vermont’s youngest learners through the use of evidence-based practices. The law highlights the importance of equipping K–3 teachers and school leaders with the knowledge and tools needed to provide effective, research-backed literacy instruction, assessment, and intervention.
To support this important work, CVEDC has partnered with Dr. Lupo to create six hours of asynchronous, self-paced professional learning modules specifically aligned to the topics and competencies outlined in Act 139.
What’s Included in the Modules?
These online learning modules are designed for both teachers and administrators and can be completed flexibly to meet the needs of your busy school schedules. Key topics covered include:
Foundations of evidence-based literacy instruction
Assessment and how to use universal screeners
Instruction for phonemic awareness, phonics, and other word recognition skills
Understanding the components of fluency, vocabulary, and comprehension
What the research says about effective literacy intervention
Each module blends current research, practical classroom strategies, and video-based instruction to ensure deep, applicable learning.
